Forty Years of Root Zone Delegation Waves: Cohort Survival from RFC 920 to 2026

A 40-year cohort survival study of the IANA root zone from the 1985 RFC 920 pioneers through the 2012 New gTLD expansion and Specification 13 dot-brands.

Since Jon Postel and Joyce Reynolds published RFC 920 in October 1984 and delegated the first generic top-level domains in early 1985, the IANA root zone has expanded through six distinct historical policy waves. Grouping all 1,595 active and 194 terminated extensions by their delegation cohort reveals how network effects and regulatory structure determine long-term registry survival.

Why the 1985 Pioneers Still Command 51% of the Internet

Despite the delegation of more than 1,200 new generic extensions since 2013, the original 1985 cohort (.com, .net, .org, .edu, .gov, .mil, .int, .arpa) still accounts for over 185.2 million domains (51.3% of the entire global namespace). Four decades of consumer habit, browser autocomplete defaults, and email deliverability trust have created an insurmountable Lindy effect around .com.

Sovereign ccTLD Permanence vs. Corporate Dot-Brand Attrition

Two cohorts illustrate the stark contrast between public-utility permanence and corporate marketing experiments:

  • Wave II Sovereign ccTLDs (97.6% Survival): Out of 248 country-code extensions delegated in the 1990s, only 6 have ever been retired (such as .yu for Yugoslavia, .zr for Zaire, and .dd for East Germany), and every single retirement was triggered by geopolitical state dissolution rather than commercial failure.
  • Wave VI Specification 13 Dot-Brands (74.5% Survival): Over 25.5 percent (138 of 542) of corporate dot-brand extensions delegated between 2014 and 2018 have been voluntarily terminated by their parent corporations after failing to justify 65,000+ USD in annual ICANN and RSP carrying costs.
